Action plan on implementing Moldova-EU Association Agreement to be assessed in end of each parliamentary session

Chisinau, 24 February /MOLDPRES/ - The parliament’s annual legislative plan on the implementation of the Moldova – European Union Association Agreement for 2017 was adopted at the first meeting of the parliament’s spring session today.

According to the draft’s authors, the document represents a plan of actions coming from Moldova’s commitments before the European Union and is aimed at developing and reforming the sectors of justice, education, health, foreign policy, etc.

One of the draft’s authors, Parliament Speaker Andrian Candu has said that the document was worked out based on the government’s action programme. “The plan’s goal is to harmonize the legal framework with the principles, norms, standards and policies of EU. This document represents a starting point in the parliament’s activity and we are periodically to return to it, in order to assess the measures implemented and the ones due to be fulfilled,” Andrian Candu said.    

On the other hand, the representatives of the parliament’s opposition criticized the document, stressing that the latter had been adopted in haste. “We have repeatedly said that we will back all acts aimed at Moldova’s integration into EU; yet, this plan was elaborated in haste, and was not completed properly. We need to understand the essence of the document, and not to adopt it just formally,” the head of the Liberal Democratic Party’s (PLDM) faction, Tudor Deliu, said.   

For his part, a lawmaker of the Party of Socialists (PSRM), Vlad Batrincea, noted that the document would not represent the interests of the state. “We have many plans, but less actions. We ascertain again that drafts are adopted in haste; therefore, we will not vote this document,” Batrincea said.  

The leader of the Party of Communists’ faction, Vladimir Voronin, specified that “an increased control on behalf of the parliament to implement the document is necessary, which will include more hearings within parliamentary commissions.”  

Following discussions, the draft was adopted with the votes of the majority of the MPs. At the same time, the lawmakers ruled that the action plan on the implementation of the Moldova-EU Association Agreement be evaluated at the end of each parliamentary session.
