Moldovan parliamentary majority withdraws draft laws on capital liberalisation, fiscal amnesty

Chisinau, 28 February /MOLDPRES/- Draft laws on liberalisation of capital and fiscal amnesty have been withdrawn from parliament by the parliamentary majority. Parliament Speaker Andrian Candu made the statement today.

The speaker said that the decision had been taken after finding several deficiencies in documents. “I decided to withdraw the two draft laws on liberalization of capital and fiscal amnesty. As I promised, when the draft was initiated and voted in the first reading, over this period I worked with legal and economic expertise, both with local and international experts. There were found several deficiencies, hence all five MPs who have signed the bills applied for withdrawal. Today the drafts are withdrawn from parliament”, Candu said.

The draft laws stipulated the liberalization of capital so that to enable citizens to declare their capital which previously was held by other private people or was not declared at all, for a fee of 2 per cent of the property. Thus, the individuals were expected to benefit from liberalization of capital, and the legal entities – only fiscal stimulus. Capital liberalization was referring to funds and capital such as: real estate, securities and shares in capital of limited companies or transport.

The document had three basic aspects: declaring capital that previously was not declared, capital shift from formal holders to real ones and reflecting for tax purposes the true market value of the assets in order to optimize and tax them.

The laws were voted in the first reading on 16 December 2016. The document has caused violent debates in parliament, as well as protests from civil society, according to which “stolen money was to be legalized via this document”.

The draft laws on liberalization of capital and fiscal amnesty were registered in parliament on 1 December last year. The documents were initiated by a group of MPs of the parliamentary majority, including Parliament Speaker Andrian Candu.
