Moldovan PM chairs meeting on restoration of national roads

Chisinau, 25 April /MOLDPRES/ - Prime Minister Pavel Filip today chaired a meeting of the committee on supervision of the project on supporting the programme in the sector of roads and railways. The participants in the event considered developments recorded in the implementation of more projects on modernization of the infrastructure of roads and railways in Moldova, the government’s communication and protocol department has reported.   

In the beginning of the meeting, the PM thanked foreign donors for the continuous backing provided to Moldova to implement reforms and carry out projects on infrastructure’s modernization. Also, Pavel Filip informed the authorities about the importance to strengthen the functional capacities of absorbing foreign funds. “The today’s meeting is a good opportunity to discuss the state of things in the transports’ infrastructure sector. We should identify the constraints we face on this segment, in order to come up with solutions and ensure good implementation of projects,” the prime minister noted.      

The committee analyzed the developments recorded in the restoration of the road M3 Chisinau-Giurgiulesti and ruled to coordinate the cancellation of the contract on the road’s restoration on the segment of the km 151-71 and 179-190, for reasons that the physical progress of the contract’s implementation reached the rate of as little as 2.64 per cent and the guarantee of good performance expired on 24 April 2017.    

At the same time, beforehand, decision-makers coordinated the cancellation of the contracts on repair of the national road M3 on the sectors of the kilometers 96-122 and 122-151, if the sufficient progress rate is not reached till the deadline of 15 May 2017, which would allow completing the works till late 2017.   

These are the first contracts of this kind, which are to be cancelled by the government, because of an inadequate implementation. In the context, the prime minister highlighted the importance of an efficient management in the implementation of projects financed from foreign sources. “It is regrettable that we have got to such a situation, we have lost time in vain and the road is still unrepaired. In the long run, we must be more cautious in this respect,” Pavel Filip said.    

Also, the participants in the meeting discussed the progress made in the restoration of the national road R33 Hincesti-Lapusna-M1. On this subject, representatives of the Transports and Roads Infrastructure Ministry reported that a string of difficulties had appeared because of an unauthorized construction of a lake nearby the road, which triggers extension of the term for implementing the project and higher costs. In this respect, the Committee ruled to send a request to the Prosecutor General’s Office to consider the emerged situation.       

In the end, the participants in the meeting, referred to a project on reformation of the state enterprise Railway of Moldova (CFM). According to the data unveiled, a roadmap and an action plan on the collective governance of CFM have been already worked out. These are to be soon submitted for approval and subsequently presented to government meeting for okaying. This measure would ensure the restructuring and modernization of the institution.      

At the same time, to ensure the good implementation of the programme in the roads’ sector, decision-makers ruled to increase the composition of the Committee with representatives of the Environment Ministry and Regional Development and Constructions Ministry.
