Moldovan top court's report on audit of financial situation at Health Ministry to be published in Official Journal

Chisinau, 25 May /MOLDPRES/ - A report of the Court of Accounts (CCRM) on the audit of the consolidated financial situations of the Health Ministry (MS) and subordinated institutions will be published in the 26 May issue of Moldova’s Official Journal (Monitorul Oficial).

According to the report, more irregularities were discovered as a result of the audit both at the ministry and its subordinated institutions; this caused damages worth 22.5 million lei to the state budget.  
 
The findings set forth in the audit report show that the deficiencies identified at the MS were influenced by a systemic management which is not in line with the principles of the good governance, as well as by the non-observance of the normative framework; this triggered a distortion of the consolidated balance sheet by 862.8 million.
 
Thus, the irresponsible management of the institutions subordinated to MS caused: failure to collect revenues from the rental of unused rooms (0.9 million lei), non-registration at the cadastral bodies of the right to public assets (worth 38.2 million lei and an area of 17.8 thousand square metres), non-registration in the accounting records of real estate (3.2 thousand square metres by 12 institutions) and of the adjacent areas (1.1 hectares worth 0.9 million lei by five institutions), non-adjusting the real value of constructions and adjacent areas, which triggered the registration in the accounting records of their values by 7.8 million lei less than the value registered in the cadastral bodies, as well as of the adjacent areas by 9.1 million lei less; incorrect calculation of the wear of the fixed assets with the distortion of the initial balances (9.9 million lei) and final ones (2.8 million lei).   

As for the financing agreement on the carrying out of the project, Health Sector Modernization, the audit found out lack of transparency in the process of distribution of financial means, which caused diminution of transfers from the state budget to the Health Ministry and their increase (by 18.6 million lei) to the National Health Insurances Company. At the same time, the report reads that the indexes set in the project are not correlated with the powers of the sides involved in their implementation and reporting – circumstances which do not provide and do not ensure an exhaustive distribution of the means proportionally to the efforts and activities carried out.
