Public administration reform continues at level of agencies, inspectorates in Moldova

Chisinau, 12 June /MOLDPRES/ - The cabinet of ministers, at a today’s meeting, approved two drafts on the amendment and completion of the legislation, which ensures the needed legislative framework to cut the number of control bodies. The amendments made fit into the public administration reform process, initiated by the government.

Following an extensive legal analysis, carried out with the support of the International Finance Corporation, of 244 normative acts and an institutional survey of 74 authorities and public bodies, which presently interact with the business environment, decision-makers found out that doublings, overlaps and gaps still persist in this sector and which discourage the business environment. The changes made in last September provide for reducing the number of bodies controlling the entrepreneurial activity from 58 to 18 control bodies. To achieve this goal, it is necessary to adjust the legislation in force to the provisions of the September 2016 law.      

The draft sees the taking over by the National Agency for Food Safety (ANSA) of some powers, such as the one of alcoholic control, Consumer’s Protection, etc. “ANSA will be reorganized according to the European model and will monitor the entire process, from production to consumption,” Deputy Prime Minister, Economics Minister Octavian Calmic said.

The legislative act establishes the powers of the new inspectorates and the fields within their competence are regulated. The Agency for technical Supervision will be made up of the State Principal Inspectoral for Technical Supervision of Dangerous Industrial Objects, State Inspection in Constructions, State Inspectorate for Geodesic, Technical and Regime Supervision, Agency for Geology and Material Resources, and the Inspectorate for Environmental Protection will take over the powers of the State Ecologic Inspectorate and Piscicultural Service. The Labour Inspectorate from State Labour Inspectorate in the field of occupational safety are to be re-distributed to the authorities which take over these competences: the Agency for Technical Supervision and Inspectorate for Environmental Protection.   

The Civil Protection and Emergency Situations Service preserves its basic duties of prevention and extinguishing fires, investigating cases of fires, protection of residents and ownership. At the same time, the Agency for Technical Supervision will ensure control over ensuring protection against fires and carrying out actions of civil protection.  

To cut the number of bodies of control of the entrepreneurial activity, the State Energy Inspectorate will be absorbed by the National Energy Regulatory Agency.  

The draft also regards other amendments, in line with the public administration reform.
