Chisinau, 07 July /MOLDPRES/ – Parliament approved at plenary session the draft law on the Government in final reading, today. More than 53 MPs voted for the reform, the parliament’s communication and public relations department has reported.
The document will provide the necessary legislative framework for the reform of the public administration. The responsibilities of public administration authorities will be strengthened by improving their management and ensuring the delivery of quality public services. There will also be a clear delimitation of political and administrative functions. The only political function will be that of ministers, and the principles of integrity will be the basic criteria for appointing the Government members.
The position of Deputy Minister will be excluded, and the administrative attributions on the activity of the ministries will be ensured by the State Secretaries, who will also ensure the interim office of the Ministers, if necessary. Currently, this function exists within ministries.
The draft also stipulates the functions, powers and areas of activity of the Government and the exercise of the interim function of Prime Minister.
Another amendment provides for the exclusion of the express list of ministries and granting to the PM the right to modify their list by a simplified procedure.
The body in charge for implementing Government reform is the Reform Implementation Centre.
