Moldovan parliament approves declaration on withdrawal of Russian military forces from Moldova

Chisinau, 21 July /MOLDPRES/ - The legislative body, at a today’s plenary meeting, approved a Declaration of Moldova’s Parliament on the withdrawal of the Russian military forces from the country’s territory, with 61 votes for of the MPs from the factions of the Democratic Party (PDM), Liberal Democratic Party (PLDM), Liberal Party (PL) and the parliamentary group of the European People’s Party of Moldova (PPEM), the parliament’s communication and public relations department has reported.   

The Declaration reads: 

“Proceeding from the provisions of Moldova’s Constitution, according to which Moldova is a sovereign, independent, unitary and indivisible state, with inalienable territory,

Highlighting the constitutional stipulations on the permanent neutrality and non-admission of the deployment of military troops of other states on its territory, 

Being aware of the fact that that the defence of the state’s territorial integrity and security represents a priority of Moldova’s foreign and domestic policy,

Stressing the need to consolidate the national security as indispensable element for the regional security,  

Reconfirming the Moldovan Parliament‘s Declaration on the inviolability of the sovereignty, independence and permanent neutrality of Moldova, adopted on 31 March 2016, 

Ascertaining, with regret, today, on the 25th anniversary of the ceasing of the war on Dniester, the non-observance exactly of the provisions of the ceasefire agreement on the principles of peaceful settlement of the war from Moldova’s Transnistrian region, signed on 21 July 1992, especially concerning the withdrawal of the Russian army from the country’s territory,   

                                 MOLDOVA’S PARLIAMENT  

DECLARES that the continuous deployment of Russia’s troops and strengthening their military presence in the eastern region of Moldova represent infringements of the constitutional provisions, especially as regards the independence, sovereignty, territorial integrity and permanent neutrality of Moldova, as well as of the international law; 

CONSIDERS that the maintaining, on Moldova’s territory, of a considerable volume of ammunitions, weapons and military equipment represents a constant threat to the regional stability and security and the European one, in general;   

INVITES mediators and observers in the process of Transnistrian conflict settlement to initiate political discussions on turning the present peacekeeping mechanism into a civilian mission with international mandate;

APPEALS to Russia to resume and finish the process of withdrawal of its troops, as well as to withdraw its ammunitions, weapons and military equipment from Moldova’s territory, in line with the relevant principles of the international law and its international commitments;

ADDRESSES to all international organizations and states of the world to support its initiative of preserving the sovereignty, independence, territorial integrity and neutrality of Moldova, as well as to contribute, to equal extent, to the consolidation of its efforts aimed at safeguarding the state’s security;  

UNDERLINES, as a supreme representative body of the people and single legislative power, that it will continue making efforts to maintain Moldova’s statehood, for the country’s social and economic development, for enhancing the well-being of the people and for ensuring the citizens’ security;     

DEMANDS that the government and the president of Moldova promote, by any means available, the adoption of a Resolution by the UN General Assembly on the withdrawal of the Russian military troops staying illegally on the territory of our country;  

URGES all sides involved to treat the present declaration as a manifestation of the peaceful and friendly character of the existence and development of our state and as a guarantee of the keeping of peace and stability, both on the territory of Moldova and in the region.”

The declaration enters into force on the date of approval.
