The event is organized by the UMM in partnership with the Ministry of Education, Culture and Research (MECC).

Interviewed by the agency, Vice-President of Moldovan Music Union, Leonid Gorceac, said that the purpose of the contest has been to highlight and launch the most representative talents in the Romanian romance, highlighted by exceptional qualities of voice, interpretative virtues, musicality and genre knowledge.

According to the cited source, there will participate lyrical artists of all categories, students of artistic education institutions, other young talents, with or without specialized training, from Moldova and abroad, who pay the participation fee at pre-selection and are 18 years of age on the day of the contest. "The candidates at the interpretation section will present five romances for the choir at the pre-selection, one of which, necessarily, of a contemporary native composer. The foreign contestants have to send the material in audio format. Two pieces written in the genre of romance, written in 2016-2017, previously unpublished and not attended to other contests, are to be accepted at the creation section. This Festival-Contest for Creation and Interpretation was launched in 1992. The last edition of the 20th festival took place in 2012. For five years the organizers were looking for financial means.
