International road transport operations with Russia to be carried out just under authorizations

Chisinau, 14 August /MOLDPRES/- Freight and passenger transport units registered in Moldova will be able to enter the Russian Federation today only on the basis of authorizations. The intergovernmental bilateral agreement on international road transport entered into force on 14 August, which is signed by the two states on 31 May 2017.

The National Road Transport Agency (ANTA) has previously informed that the Russian side was committed to provide Moldovan transport operators with 75,000 authorizations for bilateral and transit transport of goods and 750 licenses for transportation of goods to/from third countries.

ANTA also informed that the authorizations for transport of goods by road are issued at the Agency’s single office on 8 August. Regarding the passenger transport by road through occasional services in Russia, the respective authorizations were not transmitted by the Russian Ministry of Transport. ANTA warned transport operators to avoid occasional voyage planning before receiving permits.

Initially, Russia postponed until 1 September authorizations for bilateral and transit transportation for Moldovan carriers, but later it announced it was introducing this obligation two weeks earlier. Previously, bilateral relations in international road transport of goods under bilateral and transit were regulated by a law adopted in 1993, which provides for a liberalized regime. In September 2016, Moscow denounced this agreement on the grounds that the international road transport with all EU member states, as well as with the countries that have signed the Association Agreements with the EU is based on authorizations.
