Moldovan legislature launches process of drafting action plan on parliamentary opening

Chisinau, 11 September /MOLDPRES/ – The Parliament of Moldova launches the process of drafting the Action Plan on parliamentary opening. The first round of consultations will take place on Tuesday, 12 September, the parliament's communication and public relations department has reported.

The action plan for parliamentary opening will be consulted at all stages of drafting, as the Parliament has committed itself to involving civil society in decision-making and has approved a number of regulations and laws that promote transparency and increased public involvement. The document is to be the common expression of Parliament and civil society's view of how the Legislature should look and work in the spirit of the provisions of the Declaration on Parliamentary Opening.

The Action plans for parliamentary opening are to be approved for a two-year term. The document will have four basic components:

1. The access to parliamentary information;

2. The civil society participation in parliamentary processes;

3. The accountability of Parliament to citizens;

4. The technologies and innovations in parliamentary activity.

The first round of consultations brings together the stakeholders interested in the work of the Parliament and who wish to support and contribute their own ideas and proposals to the Legislature's efforts to become an open, transparent, responsible, inclusive and close citizen institution.

The representatives like the IDIS Viitorul, Institute for European Policies and Reforms, Expert-Group, FHI360, Alliance of NGOs active in the field of Child and Family Social Protection, Partnership for Development, Centre for Corruption Analysis and Prevention responded to the appeal. 

The process of drafting the Action Plan will be coordinated by the Secretariat of the Parliament with the support of UNDP Moldova and based on an extensive consultation process.

The Open Parliament is a global initiative under the umbrella of the Open Government Partnership and is coordinated by the Working Group on Parliamentary Opening. The work of the Working Group is based on the Parliamentary Opening Statement approved as a result of the International Conference on Open Legislation held in Washington, DC on 30 April – 02 May 2012 and aims to introduce and develop inclusive and transparent parliamentary processes and the dissemination of best practices in this area.
