IT application to help modernize public services

Chisinau, 13 September /MOLDPRES/-IT specialists met yesterday at a workshop to develop an application that will allow citizens to gather their views on quality of public services. The workshop was organized by the Moldovan Social Innovation Laboratory (MiLab) – a joint project of UNDP Moldova and State Chancellery – in partnership with the National Association of ICT Companies and National Social Insurance House (CNAS) and will be held for two weeks.
According to the government’s communication and protocol department, the project was carried out through interviews and focus group discussions in seven territorial offices of CNAS located in Chisinau, Ialoveni, Cahul, Balti and Comrat. Thus, the research team analyzed various aspects of user experience, setting respondents’ attitudes, behaviors and challenges when asked about the quality of services. As a result, the instrument that will be created will reflect the extent to which public institutions respond to citizens’ expectations.
“The application will help identify the issues that need to be addressed to improve the quality of public services and assess the steps taken by public institutions to modernize the services”, Deputy Secretary of Government Valentin Guznac said.
Based on the results of this research, the participants in the workshop guided by mentors will propose solutions, and a professional jury will evaluate the solutions at the end. The team that will develop the best solution will get 10,000 dollars from UNDP Moldova. The prize will be awarded for the development and implementation of the application. Initially, the instrument will be tested within the CNAS’ territorial offices and later to other institutions.
The prototype of the tool will be worked out within two weeks, and the application will be released in November 2017.
