Moldovan prime minister has meeting with Commissioner of Council of Europe for Human Rights

Chisinau, 10 October /MOLDPRES/ – Prime Minister Pavel Filip met with the Commissioner of the Council of Europe for Human Rights, Nils Muižnieks, on a documentary visit to Moldova today, the government's communication and protocol department has reported.

At the beginning of the meeting, the Premier said that the visit of the European official to Chisinau as well as the Secretary General of the Council of Europe (CoE), Thorbjorn Jagland, and President of the European Court for Human Rights, Guido Raimondi, and his visit to Strasbourg have contributed to strengthening the constructive partnership between Moldova and the CoE.

In this context, Pavel Filip noted that respect for human rights has been one of the priorities of the Government's Programme of Work for 2016 – 2018 and there have been made sustained efforts to advance within it. At the same time, the Prime Minister said that the reform in the field of justice, fighting corruption has been on the agenda of the Cabinet of Ministers’ priorities. "Without ensuring the rule of law, we can not talk about the economic development of Moldova. Creating jobs, raising budget revenues, implementing social programmes, increasing welfare of citizens depend directly on investments made in economy and investors come where law is respected," said Pavel Filip.

Also, the Premier said there were still problems and reservations regarding the reform of the judiciary, but the tendencies in that respect were positive and it was important to ensure their evolution. In this respect, Pavel Filip referred to the Barometer of Public Opinion data, indicating that if in April 2016, only 10 per cent of the population had trust in justice, in April 2017 the figure constituted 24 per cent, at the same time trust in the prosecution in the similar period increased from 14 per cent to 31 per cent.

"We are open and receptive to criticism. Everything the Government does, is to provide institutional capacities to build a democratic society," said Pavel Filip. In this regard, the Head of the Executive stated that the foundation of the Governance Programme has been the Association Agreement with the EU and respect for human rights and developments in that process could not be seen separately from the Moldova’s European aspirations.

At his part, Commissioner of the Council of Europe for Human Rights, Nils Muižnieks, came with the suggestion that the assistance of the CoE human rights should be viewed by political leaders as a way forward in the justice reform’s implementation. The officials also exchanged views on respect for women's rights and gender equality, fight against domestic violence and violence against women, on state funding of NGOs and the consolidation of trust between the people on both banks of the Dniester.
