Moldovan cabinet approves regulation on organization, work of Public Property Agency

Chisinau, 11 October /MOLDPRES/ - The cabinet of ministers, at a today meeting, approved a decision on the organization and work of the Public Property Agency, in order to rationalize the structure of the central public administration, based on the priorities of social and economic development and the commitments taken in Moldova’s European integration demarche. 

According to the government’s communication and protocol department, the regulation sets the missions, activity fields, rights, as well as the organization of the work of the Public Property Agency. Thus, the Agency is the central administration authority, subordinated to the government, which implements the state’s policy in the sectors of activity entrusted.     

Also, the document stipulates that the ministries, other central administrative authorities subordinated to the government, as well as the administrative authorities subordinated to them, in a term of six months following the date of the entrance into force of the decision approved at the latest, will transmit the state enterprises in which act as founder to the Public Property Agency. The latter, for its part, in a one-month period, will cancel the contracts on concession of exercising the rights of stockholder and of managing the public assets in commercial societies, concluded with the ministries and other central administration authorities.    

In the context, Prime Minister Pavel Filip said that, in this way, the ministries would deal directly with the elaboration, promotion and implementation of policies in the sectors they are in charge of and the Public Property Agency would manage the activity of the state enterprises.    

The agency will have a director general and two deputy director generals and its limit staff is 52 units. The appointment to office, change, suspension and ceasing of the employment relationship of the director general and deputy directors general is made by the government.     

At the same time, the government will put up the candidature for appointment to the office of head of state enterprise or commercial company with public capital or majority public capital, with a staff larger than 100 personnel units and a yearly average turnover of at least 20 million lei for the last three years, which will be established based on proposals by a governmental commission created on this purpose by cabinet decision.
