Experts propose reassessment of remuneration policy for teachers in higher education in Moldova

Chisinau, 13 October /MOLDPRES/- The experts proposed the reassessment of the remuneration policy of the scientific and teaching staff in the higher education in Moldova. The suggestion was made today at a public debate organized by the Institute for Development and Social Initiatives (IDIS) “Viitorul”.

The debate is meant to emphasize the need to reassess the remuneration system for teachers in the national higher education against the background of social and economic problems faced by this professional category and the formulation of policy proposals aimed at facilitating reducing wage discrepancies in the higher education in the country.

Specialists have signaled alarming trends in the field, which require concrete actions from the Ministry of Education, Culture and Research and universities in the country. “It is necessary to apply the new elements in the remuneration system and identify long-term solutions for the situation. We can say that what is happening in the universities, especially teacher wages, is directly related to the country’s economy, that is why, it is needed to work out a new methodological approach of teachers’ remuneration”, IDIS Viitorul executive director Igor Munteanu said.

IDIS Viitorul expert Mariana Iatco noted that the wage policy within universities is influenced by a decrease in the number of students and teachers. “I have noticed inefficient management in the institutions. At the same time, the previous salary increases were not significant from 400 to 800 lei, however, we see there are big differences between the salaries of teachers with various scientific degrees. Thus, it is needed to earmark more financial resources from the government in this sector, work out a new wage methodology and to publish financial reports by universities. If the situation remains the same, we risk that the number of teachers drops significantly”, Iatco said.

Attending the event, representative of the Education Ministry Alexandru Argint said that the state recognizes that university professors have low salaries. “It matters very much how the management manages financial resources inside the institution. However, we notice that sometimes these are not fairly and rationally distributed, another problem is that universities do not publish financial reports. Another difficulty is that we have a crisis of students and teachers in the country and some of the institutions do not accept the changes. We need new specialties that would attract young people. The ministry will take several actions and policies to improve the situation and will support this field”.

According to IDIS data, there are 19 universities with public funding and we with private financing in Moldova. Teachers organized a lot of protests and called for wage increase. Subsequently, the government approved a 11.3 per cent-increase in salary for teaching staff in general, vocational, technical and higher education, financed from the state budget.
