Moldovan parliament's priority for current session to assess impact of laws

Chisinau, 13 October /MOLDPRES/ - The parliament’s priority for this session is to assess the impact of the laws passed. Thus, each standing commission will organize hearings at least monthly. Parliament Speaker Andrian Candu made statements to this effect at a joint parliament-government meeting today, the parliament’s communication and public relations department has reported.    

On the next period, hearings will be organized on the Education Code, adopted three years ago. According to the head of the commission in charge, Vladimir Hotineanu and Education, Culture and Research Minister Monica Babuc, efforts are to be joined to have satisfaction that this Code works and brings value added to children’s education. Also, Monica Babuc stressed the need to revise the school curriculum.      

The participants in the meeting ascertained certain delays in the implementation of the central public administration reform. Also, because of the disqualification of the candidates registered for the position of head of the National Integrity Authority, a postponing of the implementation of the commitments taken on this dimension is noticed. Although a repeated contest was announced, according to the Justice Ministry’s forecasts, the institution might be functional only as of January 2018.

The parliament speaker demanded organization of hearings on the integrity package. Candu also informed about the need to give up the draft on non-commercial organizations and launch new initiatives to improve the working climate of the civil society.   

As for the situation in the financial and banking sector, Andrian Candu demanded speeding up of the procedures, so that the inter-institutional platform for the monitoring and control of the bank fraud cooperates efficiently.

Also today, the parliament speaker informed the participants in the meeting about the creation of a platform of communication and control for supervising the fight against the trafficking of human beings. A meeting with the participation of MPs and a committee created by the government on this subject will be held next week. According to Candu, discussions will be organized on this platform, so that all factors involved in combating the trafficking of human beings know where intervention should be made, so that we progress to a qualitatively new level at the next stage.    

The National Council of European Integration will hold a meeting next week as well. The meeting is organized before the Moldova – European Union parliamentary association committee, due in Strasbourg on 25-26 October 2017.

The parliament speaker also demanded that the ministries and parliamentary commissions in charge be in touch during all the legislative procedures. Andrian Candu stressed that the terms fixed for the adoption of laws must be interpreted as date when all adoption procedures are finished and not the date when the draft is recorded in parliament.  

The participants in the joint parliament-government meeting assessed the implementation of the provisions from the roadmap on the priority reforms’ agenda, as well as of the legislative plan on the implementation of the Moldova – European Union Association Agreement. Also, the participants analyzed the fulfillment of the commitments before the International Monetary Fund and set priorities in the joint government-parliament agenda for the next period.
