Moldovan PM says governance willing permanent, efficient communication with local public administration

Chisinau, 17 October /MOLDPRES/ – Prime Minister, Pavel Filip, chaired a working meeting with participation of Cabinet of Ministers’ members, heads of territorial offices of the State Chancellery and heads of districts, today. During the meeting, it was expressed an exchange of views on the Executive's priorities and the possibilities of intensifying the cooperation between the central and local authorities as to solve the problems faced by the citizens of Moldova's localities, the government’s communication and protocol department has reported.

"We are all responsible together for the way people live in Moldova. That is why we have to address the problems faced by the citizens not only at the official meetings we have, but also to ensure a permanent and effective communication, so when there are questions, we have possibility to offer answers", said Pavel Filip.

In the dialogue, the Prime Minister also referred to the Executive's achievements, noting the progress made in dealing with external partners and fulfilling the conditionality for obtaining the EU macro – financial assistance. Also, Pavel Filip noted that the Government's activity has remained focused on fulfillment of commitments assumed by the Moldova – EU Association Agreement and the initiated reforms, highlighting the steps taken by the Executive in implementation of the central public administration reform. The Prime Minister said that the Government's reform has aimed to increase the efficiency of state institutions: "We want to have fewer, smaller, but stronger and more efficient institutions." Similarly, Pavel Filip said that the Government's reform would ensure the Executive’s depoliticization and preservation of institutional memory, and later that reform would be extended to state agencies in order to increase the quality of public services.

"One of the agencies that have already been set up is the Public Services Agency, which will certainly have a positive impact on citizens' lives. The ultimate goal is for people not to move around the city to get a certificate or another, with all the public services in the agency's offices in each district," said the Prime Minister.

A particular attention was paid to the educational system during the discussions, and numerous problems were reported in the educational institutions. "We shall analise everything that happens in this system, starting from crèches and ending with universities. I want to assure you that this area is an absolute priority for us," said the Premier.

The dialogue was open and constructive, while local authorities’ representatives referred to a series of problems they face: employees’ salaries in budgetary sector, need to improve local infrastructure and environmental situation in some areas.

Prime Minister, Pavel Filip, mentioned that all those issues were known and solutions might be found only with joint efforts. Pavel Filip urged representatives of local authorities to position themselves on the same side of the barricade and together with Government members identify optimal solutions to overcome them, ensuring the quality of the citizens' lives.
