Holiday vouchers presented at Tourism & Travel Expo 2026 exhibition in Moldova

Holiday vouchers, a new instrument aimed at stimulating domestic tourism, have been presented at the international exhibition Tourism & Travel Expo 2026. The new mechanism will allow their use for tourism services in rural areas of Moldova and will help support employees, entrepreneurs and local communities.

“This is indeed a first step, because until now we have not had such a product that we could implement. We want this instrument to become as popular as possible, both in the business environment in the field of tourism and among employees, so that it is effectively applied in practice,” said Andrei Chistol, head of the Culture Ministry’s Tourism Department.

According to the Culture Ministry, holiday vouchers will be provided by employers to employees, in order to cover expenses for accommodation, transport, food, leisure and excursions. They will be issued by authorized operators, in electronic format or on paper and can be used exclusively in officially registered tourist units.

“The Culture Ministry set out to develop a mechanism for implementing holiday vouchers, inspired by the experience of some member states of the European Union. We have consulted European legislation and adapted the model to the context of Moldova, so as to support, in particular, the development of rural tourism. In the coming weeks, the government decision is to be approved,” noted Maria Verejan, a representative of the Culture Ministry’s Tourism Department.



The providing of holiday vouchers will be optional and their value will not be subject to income tax and social contributions. At the same time, employers will be able to deduct the expenses within the ceiling established by the tax legislation.

The initiative aims to boost domestic tourism, in the context of the insufficient exploitation of Moldova’s tourism potential and the need to create additional support instruments for the population and the tourism sector.
