Ministry of Energy demands correction of gas bills and explanation of discrepancies
The Ministry of Energy convened an emergency meeting today, following about 30,000 complaints regarding natural gas bills for August, September, and October 2025. Representatives from Moldovagaz, Chișinău-gaz, Energocom, and regional distribution operators participated in the discussions.
According to the complaints, many consumers reported exaggerated consumption figures in their bills, excessive use of estimated consumption, and issues related to reading or functioning of meters. The topic has also been heavily discussed publicly, attributed to the large discrepancies between actual and billed consumption.
Minister of Energy Dorin Junghietu demanded clear explanations from the operators and emphasized that respecting consumer rights is an absolute priority.
'Consumers must be treated fairly and transparently, and the Ministry will not tolerate any breach of this principle,' declared Junghietu.
One of the concerns raised was the abrupt increase—by about 33% in a single month—in the number of people switched to a fixed payment regime.
During the meeting, it was reiterated that the responsibility for accurately transmitting data lies with the distributors, who must adhere to ANRE methodologies and not block or delay the information collection process. The Ministry requested an urgent update on the installation of new equipment, the status of resolving complaints, and the integration of information systems with ANRE.
Representatives from Energocom announced they are working on improving the billing software to reduce technical errors.
By the end of the week, operators have committed to correcting the reported issues and adjusting all affected bills to reflect actual consumption, any advances, and accumulated differences.
Chișinău-gaz and other distributors will present a detailed report within 10 days on the installation of remote reading systems, the number of consumers not allowing access for meter reading, and applied solutions, including relocating meters to property boundaries.
Finally, the Ministry of Energy emphasized the need for information campaigns and strict adherence to contractual discipline. Authorities urge citizens to carefully check the meter readings displayed and, in case of discrepancies, request a recalculation of the bill.
The process of transferring gas consumption management responsibilities from Moldovagaz to Energocom represents one of the most significant changes in Moldova's energy sector in recent years. This measure arises from the need to enhance energy security, increase transparency, and provide consumers with a fairer and more predictable billing system.
In the past two years, Energocom has assumed the primary role in securing natural gas for the country, replacing direct acquisitions from Gazprom. To create a cohesive logic in the 'acquisition – distribution – supply – billing' chain, authorities have begun reorganization of operational responsibilities in the gas sector. The gradual transition of management functions to Energocom aims to: ensure a transparent billing system based on real data; digitize processes, including meter reading and automated consumption transmission; eliminate estimation issues that have resulted in thousands of complaints in recent months; increase state control over a strategic service.
