EU opens first negotiation cluster with Moldova and Ukraine

The decision of the European Union member states to open the first accession negotiation cluster with Ukraine and the Republic of Moldova represents a recognition of the determination, courage, and efforts demonstrated by both countries in advancing reforms, even in the face of enormous challenges. The message was delivered today by the President of the European Council, António Costa.

The official stressed that the enlargement of the Union is a strategic choice aimed at strengthening peace, security, and prosperity across the entire continent.

“Today, the European Union has taken a major step forward. All member states have agreed to open the first accession negotiation cluster with Ukraine and the Republic of Moldova. At the first Intergovernmental Conference on Monday, June 15, we will open the cluster on fundamental issues – the backbone of the accession process, which encompasses the core values and principles on which the European Union is built, from the rule of law to strong democratic institutions,” António Costa said.

He noted that enlargement remains one of the European Union’s greatest success stories and the best investment in our common future.

“It is also a signal that the European Union’s offer of peace, stability, and opportunities is unmatched. Enlargement is a strategic choice. By bringing our nations closer together, we strengthen peace, security, and prosperity across the entire continent. In a world marked by uncertainty, a larger European Union is in our common interest,” António Costa remarked.

The 27 member states of the European Union today unanimously adopted the common negotiating position for the official opening of the first group of chapters in the process of accession to the European Union.

Cluster 1, called “Fundamental Values”, includes areas such as: the rule of law, the functioning of democratic institutions, public administration reform, the judicial system, and fundamental rights.

The second Intergovernmental Conference between the Republic of Moldova and the European Union will take place on Monday, June 15, in Luxembourg. The delegation of the Republic of Moldova will be headed by Prime Minister Alexandru Munteanu.
