Moldova's social insurances budget 2026 – more support for families, children

The draft Law on the state social insurances budget for the 2026 year was approved by the government today. The budget, amounting to 51.45 billion lei, will allow the support of various categories of people and the implementation of important programmes for citizens.

Thus, the one-time childbirth allowance will increase to 21,886 lei - an increase of 131.4 per cent compared to 2021. Annually, about 36,000 children/parents benefit from this allowance. In 2026, over 78,000 children will be backed through the monthly allowance payment of 1,000 lei, until the age of 2 years.

“We are aware that allocations and social benefits do not yet cover all needs, but every increase is a real support for the people of Moldova, especially for those who need it the most,” said Minister of Labor and Social Protection Natalia Plugaru.

The budget provides for the creation of 2,000 new nursery places for children aged 0-3 years, so that more women can return to the labor market. For about 750 children left without parental care, 33 professional parental assistants will be employed for the emergency placement of children at risk.

New shelter centers for women and girls - victims of domestic violence, will be opened in Telenesti, Stefan Voda and Cahul. This investment will increase the total number of places nationally by 23 per cent. By 2027, 60 million lei will be invested in expanding the national network of shelters for victims of domestic violence, so that each woman and child in danger can have immediate access to a safe place.

In Cahul, the Barnahus regional center will be opened, which will provide psychological, legal, medical and social assistance to children victims/witnesses of crimes. The center will assist beneficiaries from 9 districts - Cahul, Leova, Cimislia, Comrat, Ceadar-Lunga, Vulcanesti, Basarabeasca, Cantemir, Taraclia.

For families of people with disabilities, 6 new “Respiro” services will be opened, in addition to the seven existing ones. Also, 21.65 million lei will be invested in the infrastructure of 48 placement and day centers, improving conditions for over one thousand beneficiaries.

In 2026, over 665,000 people will benefit from a pension. The minimum pension has significantly increased since 2021 from 1,188 lei to 3,055 lei, which represents an increase of 157 per cent. As of April 1, 2026, a pension indexation of about 6.8 per cent is forecast.
