Moldova's National Security Council approves plan on strengthening democratic resilience for next two years
The National Security Council (CNS), convened by President Maia Sandu today, approved the Democratic Resilience Strengthening Plan for the years 2026-2027. The document outlines the main directions through which the state will prevent external interference and protect democratic processes.
The plan was developed based on the experience of the last three elections, a period during which Moldova was targeted by unprecedented foreign interferences: illegal financing of political activities, disinformation campaigns, cyberattacks and attempts to destabilize public order.
To address these risks, the document provides for measures to strengthen informational security, more effective financial monitoring, consolidation of cyber defense capabilities and improved cooperation between responsible institutions. Some actions involve classified information to avoid compromising the state’s protective mechanisms.
The adoption of the plan is justified by vulnerabilities identified during the last electoral processes and the state’s obligation to ensure that democratic exercises in Moldova are conducted safely and without foreign influences. The document provides public institutions with a clear course of action for the years 2026–2027 and strengthens efforts to protect national security in a complicated regional context.
At the same meeting, the CNS also approved its own regulations for organization and operation, in line with the new National Security Law of 2025. The regulations define clear procedures for preparing meeting, introduce preliminary technical meetings and establish decision-making processes, including the obligatory ones. Additionally, it sees the presentation of an annual report to the parliamentary commission for national security, defense and public order, thereby strengthening democratic control over the Council's activities.
In her statements, President Maia Sandu emphasized the importance of cooperation between state institutions: “I continue to rely on the cooperation of all competent institutions. Only through a joint and well-coordinated effort, will we succeed in strengthening the resilience of Moldova.”
The SNC, led by the head of state, brings together the country’s leadership and institutions in defense, public order and security sectors and fulfills the role of coordinating national security policies.
