Parliament Secretariat officials engaged in experience exchanges with European Parliament and Parliaments of Austria and Albania
Several civil servants from the Secretariat of the Parliament of the Republic of Moldova participated on December 8–13 in exchanges of best practices with their counterparts from the legislative institutions of the Republic of Austria and the Republic of Albania, as well as from the European Parliament.
The Parliament Secretariat delegation that paid a study visit to the Austrian Parliament was accompanied by deputies Marcel Spatari, the chairman of the Committee for European Integration, and Marina Morozova, the vice-chair of the Committee for Social Protection, Health and Family. At the beginning of the visit, the officials and delegation members met with Secretary General of the Austrian Parliament Harald Dossi. Discussions focused on the role of parliamentary administration in ensuring institutional transparency and strengthening dialogue with citizens.
The visit agenda included working sessions dedicated to parliamentary communication, civic education and direct citizen participation in the decision-making process. Additionally, the experience exchange targeted aspects related to the corporate identity of the parliamentary institution and ways of presenting legislative activity through graphic and video materials adapted to different audience categories.
The study visit to the Parliament of the Republic of Albania focused on the exchange of best practices regarding the functioning of parliamentary institutions in the context of European integration. The activity gathered participants from Albania, Armenia, the Republic of Moldova, and Ukraine, and provided a dialogue framework on the role of parliamentary administration in supporting the legislative process and aligning it with European Union standards. Participants also held meetings with the President of the Parliament of Tirana, Genci Gjonçaj, and the co-chair of the EU-Albania Stabilization and Association Council, Taulant Balla.
During the visit to the European Parliament, the experience of the Parliament of the Republic of Moldova in using data visualization tools was presented. The seminar, titled “Data Visualization in Parliaments: Towards a Community of Practice,” brought together 50 participants from 23 countries. Discussions focused on ways to efficiently integrate data visualization in legislative activity presentation processes. In this context, representatives from the Parliament Secretariat presented solutions used to present data in an accessible and effective manner, necessary to support legislative research, decision-making, institutional transparency, and public communication.
The study visits included civil servants from the Assistance and Development Department, the Communication and Public Relations Department, the Parliamentary Assistance and Protocol Department, the General Legal Department, the Parliamentary Studies Section, as well as from the Secretariat of the Committee for European Integration.
The study visit to the Parliament of the Republic of Austria took place under the EU-funded Twinning Program - Strengthening the Capacity of the Moldovan Parliament and role in the European Union accession process. The visit to the Parliament of the Republic of Albania was organized with the support of the German Agency for International Cooperation (GIZ), and the visit to the European Parliament was organized by the European Center for Parliamentary Research and Documentation and the European Parliament’s Research Service.
