Moldovan president attends diplomatic conference for establishing International Claims Commission for Ukraine
President Maia Sandu is attending the diplomatic conference dedicated to the adoption of the Convention on the establishment of the International Claims Commission for Ukraine, which takes place in The Hague, the Netherlands. The Convention is developed under the aegis of the Council of Europe. Moldova holds the Presidency of the Committee of Ministers of the Council of Europe as of November 2025 till May 2026.
President Maia Sandu will open the conference alongside Dutch Prime Minister Dick Schoof, Ukrainian President Volodymyr Zelenskyy and the Secretary General of the Council of Europe Alain Berset.
The visit's agenda also includes meetings with President Zelensky, Prime Minister Schoof, the presidents of both houses of the Dutch parliament, as well as a discussion with international relations experts, hosted at the Clingendael Institute.
The International Claims Commission for Ukraine is an international mechanism established under the aegis of the Council of Europe, with the aim of examining and resolving claims for compensation for damages caused by Russian aggression against Ukraine. The Commission represents the next step in establishing the Register of Damage for Ukraine, agreed upon by heads of state and government at the Council of Europe Summit in Reykjavik (to date, 44 states and the European Union have joined the Register, which has already received over 80,000 claims). The new Commission will have the mandate to examine, evaluate and resolve claims submitted to the Register and to determine, on a case-by-case basis, the compensation amounts owed.
