Ilan Shor closes 'social projects' in Moldova; experts see change in Moscow's strategy
The announcement by fugitive convict Ilan Shor regarding the closure of all ‘’social projects’’ in Moldova is interpreted by the government and experts as a confirmation of his failure and a change in Moscow's influence strategy in Moldova. An MP of the Action and Solidarity Party (PAS), Adrian Balutel, says that Shor's decision ‘’proves that all his promises were just lies to corrupt and deceive the citizens of Moldova.’’ Experts from WatchDog.MD warn that closing the ‘’social projects’’ does not mean that Moscow is giving up its influence.
Government’s representatives interpret the announcement as an acknowledgment of the failure of a political operation coordinated by Moscow. PAS deputy Adrian Balutel believes that the decision proves the fraudulent nature of Shor's activities and indicates that he was ousted by his masters from Moscow, dissatisfied with his results. He also states that the move signals a change in Russia's interference strategy in Moldova, which requires increased vigilance on the path to the European Union.
‘’The today's announcement by Ilan Shor proves once again, if it wasn't clear until now, that all his promises were just lies with which he tried to steal, betray and deceive Moldova. Shor did not leave willingly, but was ousted after his failure and out of fear of answering for all the wrongdoings committed - and he must answer. Shor's announcement also marks the acknowledgment that Moscow will change its interference strategy in Moldova. How this will look and who will implement it remains to be seen, but it is clear that we will not be left alone. From now on, we must be more vigilant and united on our way to the EU,’’ Balutel wrote on his Facebook account.
For his part, Valeriu Pasa, the head of the WatchDog.MD Community, emphasizes that the closure of the ‘’social projects’’ does not show the Kremlin's withdrawal, but only the change of tools.
‘’The flow of money for corrupting voters is being closed. Meanwhile, the Kremlin's propaganda projects seem to receive even more money. We notice that all pro-Russian propagandists have continued to act in a coordinated way in the information war against Moldova. They have even become more active, hiring journalists and launching new projects,’’ Pasa said.
He warns that influence operations are becoming more sophisticated and that Russia is preparing a hybrid war of attrition, in order to undermine public support for the European path.
‘’All Russian investments will now go into propaganda and proxy parties. The Kremlin does not give up, but hopes that, by the next electoral cycle, it will shape public opinion in such a way that support for pro-European forces will drop to a critical level. And whether money for these subversive actions will come through Shor or through other structures is less relevant,’’ Pasa noted.
The expert warns that illegal funding of parties and propagandists must be firmly countered, in order to avoid the risk that the next elections will be decisively influenced by external interests.
Pasa further notes that the reduction of Shor's activity in Moldova does not mean that he has fallen out of the Kremlin's favor: the pro-Russian group stays active in other post-Soviet states, such as Kyrgyzstan and Armenia, where important electoral cycles are upcoming.
The fugitive convict, Ilan Shor, informed that he was closing all 'social projects' he had been carrying out in Moldova. In a video message, Shor said that the funds transferred to the country had been blocked and that more of his employees had been detained. Shor claims that his decision is due to restrictions applied to his financial resources and risks to close associates; that is why, he is withdrawing political support from some local representatives.
Fugitive Ilan Shor has been definitively convicted in Moldova to 15 years in prison and is currently in the Russian Federation, with extradition requests sent to Russian authorities still unanswered.
