Anti-Corruption prosecutors audited in vetting process in Moldova

Five prosecutors from the Anti-Corruption Prosecutor's Office (PA) have undergone external evaluation according to current legislation. The Prosecutors Evaluation Commission (Panels A and B) on November 7 audited Elena Cazacov, Vitalie Codreanu, Anatolie Ciuleacu, Ghennadi Epure and Victor Cazacu. The public hearings are part of the vetting process provided by Law No. 252/2023.

The evaluated prosecutors spoke about their experience and the importance of this process for reinforcing public trust in the justice system.

Elena Cazacov said that the evaluation had been "difficult" but necessary, emphasizing that it confirmed "an honest way of life and correct professional conduct."

Prosecutor Ghennadi Epure said that the vetting process was beneficial for transparency and integrity:

"I am glad that I could go through this process and reviewed my history in both ethical and financial aspects. I consider this process important for the rule of law and our country."

Prosecutors Vitalie Codreanu, Anatolie Ciuleacu and Victor Cazacu shared similar impressions, encouraging colleagues who are to be evaluated.

According to the Commission, video recordings of the hearings will be available on the official website www.vettingmd.org within three days. Within a maximum of 30 days, the Commission will draft motivated reports for each prosecutor, with conclusions on passing or failing the evaluation.

"The vetting process continues to be an essential step in the justice reform and in ensuring a prosecutorial system based on integrity, transparency and accountability," the Prosecutors Evaluation Commission said.

According to the report presented by Veronica Mihailov-Moraru on October 24, 2025, over 280 people (judges, prosecutors, and civil society members) underwent the external evaluation procedure. Of these: 103 passed, 93 did not pass, and 91 withdrew or resigned before completion. Among prosecutors: 28 passed, 26 did not pass, 27 withdrew/resigned.
