Moldovan Government supported energy compensation during cold season
Government approved today the provision of monetary energy compensation during the cold season. Households can receive compensations if they heat their homes using natural gas, thermal energy, electricity, or solid fuel such as wood, coal, pellets or briquettes.
The document provides for the approval of calculation formulas for energy compensation in the form of monetary payment, setting energy cost standards during the cold season, and the minimum household expenditure level.
Thus, the minimum compensation for November 2025 – March 2026 is 500 lei, with the maximum compensation for thermal energy, electricity, and natural gas being 1,000 lei, and for solid fuels – 800 lei.
'The government stands by families in this cold season and offers heat compensations in the form of money. To ensure more efficient support management, certain criteria have been adjusted. Thus, the minimum value of the compensation remains unchanged at 500 lei to provide stable support aimed at ensuring minimum guaranteed protection for qualifying families. The maximum assistance value is 1,000 lei, considering technical parameters such as tariffs, average consumption, and energy market developments. We are close to vulnerable families to support them this year as well', emphasized Minister of Labor and Social Protection Natalia Plugaru.
The official mentioned that the registration period for the last month ended on 28 November 2025.
'Currently, we are in an extensive process of connecting with other data sources and verifying information to establish the compensation value, which will be calculated individually for each household. Subsequently, we will provide all the necessary information,' stated Natalia Plugaru.
Prime Minister Alexandru Munteanu stated that this support is crucial for the citizens of the Republic of Moldova.
'I believe it's very important to communicate effectively with the population so that citizens are informed with all the information. Indeed, this measure is very important, which is why we try to get involved and help people,' emphasized Alexandru Munteanu.
Help at the Meter program offers, for the fourth consecutive year, energy compensation to vulnerable households for November-March period. The application process to request energy compensations was launched on 3 November this year. People who do not have internet access or face difficulties registering on the platform can fill out the application with the help of social workers or specialists from unified service provision centers.
Compensation will be provided as a monetary payment monthly. Beneficiaries will be able to receive the money on a social card – if they receive other state benefits, at any postal office in the country, or in a bank account opened in the name of the main applicant.
In the cold season of 2024-2025, the authorities allocated a budget of 2.69 billion lei, of which 1.15 billion lei were provided by partner countries, mainly European Union members. In total, over 760,000 families, about 1.4 million people received financial support in the previous season.
In the 2025–2026 cold season, the budget for providing energy compensations as monetary payments, at current tariffs is estimated at 2.36 billion lei.
