Rules of prescribing, release of compensated medicines to be changed in Moldova

Chisinau, 10 January /MOLDPRES/ - The rules of prescribing and release of the medicines and medical devices compensated from the mandatory health insurances accounts will be changed following the  enforcement of the automated information system, e-Recipe for compensated medicines and medical devices. The government approved a draft decision to this effect today.  

„The digitalization of the process of prescription of compensated medicines and medical devices provides for a string of new rules, with positive impact for all sides involved in this process – physicians, pharmacists and patients,’’ the director general of the National Health Insurances Company (CNAM), Ion Dodon, said.  

Thus, the patients will have easier access to recipes, as decision-makers will extend the right of prescribing of compensated pharmaceutical products for more categories of physicians, and namely: all physicians from the out-patient’s specialized medical assistance, the physicians specialists of the emergency receptions units, the physicians who provide services of community care at home and palliative care at home.     

Under the draft, the family physician will prescribe compensated medicines and medical devices for the treatment of all diseases and the specialty physicians – for the diseases according to the profile. More compensated medicines, as well as medical devices will be able to be prescribed for a single diagnose on one form of electronic recipe, according to the code of the disease and the International Classification of Diseases.     

At the same time, the draft contains new provisions also at the release of compensated medicines and medical devices. Thus, the turning to account of the electronic recipe will take place per one position of medicine or medical device and the released quantity, the sum compensated and the one paid by the patient will be confirmed.   

Also, the patient will be able to turn to good account the electronic recipe at the drug store more times (during three visits to the drug store). Moreover, the compensated medicines and medical devices prescribed will be able to be raised from the drug store by a person empowered by the patient. In case of emergency situations, such as pandemics, war, cataclysms, the access to the medical prescription will not be limited.      

According to CNAM, among the benefits of the digitalization of the prescription and release of compensated medicines and medical devices, there is also the shortening of the time and the reduction of human errors in the prescription, processing and release of recipes, efficient monitoring of the use of compensated medicines and medical devices, a better management of the resources in this sector.    

CNAM last year launched the process of implementation of the information system, e-Recipe for compensated medicines and medical devices, which is presently in the phase of testing nationally.
