National system of public office's management to be modernized in Moldova

Chisinau, 14 February /MOLDPRES/ - The national system of public office’s management will be modernized and the quality of the management of the higher level will be improved, the government’s communication department has reported.  

The cabinet today approved a decision to this effect, which provides for the amendment of more laws related to the public office. The document was worked out in the context of the SIGMA Report, Public Administration in Moldova 2023, as well as following proposals put forward by the public authorities.  

The new provisions regard the creation of the reserve corps of civil servants – they will be able to be employed without additional recruiting procedures. Young people who graduated from the government’s programme of probations will also be exempted from the recruiting procedure – those who were not put forward for appointment to an executive public office will be included in the reserve corps of probationers for a period of 12 months after the issuance of the probation certificate. At the same time, the mentors due to guide them during the training probationary are to be remunerated monthly.   

Also, the medical practice will be compatible with the public office and the test period for the debutant civil servant will be able to be shortened from 6 to 3 months. At the same time, to exercise the leadership public office of the highest level, one will need to hold a certificate of graduation of the specialized training programme during 18 months after the appointment.
