Moldovan parliament denounces another three agreements with Commonwealth of Independent States

Chisinau, 29 February /MOLDPRES/ - The parliament has denounced another three agreements concluded on the platform of the Commonwealth of Independent States (CIS). The MPs voted, in the second reading, three draft laws on the matter.    

The parliament considered the proposal on the denunciation of the Agreement on the principles of the supply of the Armed Forces of the Commonwealth’s member states with weaponry, technology, material means, organization of activity of production of the enterprises of repairs and works of scientific and experimental researches, signed in Minsk on 14 February 1992. According to the Defence Ministry, the denunciation of this agreement comes from the lack of its applicability and up-to-dateness, as well as from the fact that Moldova does not interact within the Commonwealth of Independent States in the political and military sectors.  

Another document denounced is the Agreement on the Groups of military observers of the Collective Peacekeeping Forces in the Commonwealth of Independent States, signed in Kiev on 20 March 1992 and of the Protocol on the temporary procedure of creation and involvement of groups of military observers and of the Collective Peacekeeping Forces on the conflict-stricken areas between states and in the member states of the Commonwealth of Independent States, signed by Moldova on 4 August 1992. The Defence Ministry says that the maintaining of the capacity of Moldova’s member in this Agreement is inopportune, as the country does not interact within CIS in the political and military sectors and did not enforce, de facto, the provisions of this agreement. Also, the member states of this Agreement are, concomitantly, parties to the United Nations Charter, which, from the viewpoint of the international law, has priority.  

The lawmakers also considered the proposal on the denunciation of the Agreement of the member states of the Commonwealth of Independent States on cooperation with the goal of technical and material supply of the competent bodies in the field of combating the terrorism and other violent forms of display of extremism. The document’s denunciation is reasoned by the lack of cooperation on this segment with the contracting sides, as well as by the fact that the Intelligence and Security Service did not benefit from the provisions of this Agreement, which makes inopportune the keeping of Moldova’s capacity of member of the concerned Agreement.
