Moldovan lawmakers vote new package on de-bureaucratization of business environment's work

Chisinau, 29 February /MOLDPRES/ - The parliament today voted a new package on de-bureaucratization of the business environment’s work in the second reading. This is the fourth package approved.

At an initiative by the Economic Development and Digitalization Ministry, 12 normative acts will be amended. They regard diverse fields, including the commodity exchange, consumers’ protection, rural tourism, hygienic training, labour health and security, public procurements. According to the authors, the draft will generate savings estimated at about 183 million lei annually.     

The authors propose recognizing the authorized commodity exchanges in the European Union member states, when they officially register as legal entities of Moldova and show that they meet the minimal requirements provided for by the local legislation. This tendency of modernization will allow electronic transactions and diversifying the exchange contracts.   

Another novelty is also the cancellation of the register of denunciations in physical form (register of denunciations and suggestions). Also, in certain situations, the term for the repair or replacement of products by the seller is to be extended from 14 days to 30 days at the most.

Other amendments regard the removal of restrictions as to the country houses as concerns the number of chambers and of tourists, as well as the assortment of products used for serving tourists. At the same time, the hygienic trainings will be organized free of charge and online, with savings of 10 million lei annually generated. Decision-makers will remove also the compulsoriness of periodical training of the heads of units and of the employees nominated for training in the field of labour health and security, which takes place once in three years, and will be replaced by the life training.   

The legislative provisions also sees the removal of the validity term for the log books, exclusion of extracts in the relations with the holders of networks of public utilities (natural gas, water and sewerage, electricity, thermal energy) and ensuring the possibility of the distance interaction. Also, decision-makers will introduce possibility of getting the electronic signature at distance through the video recording of the applicant, carried out through services of distance identification of people.
