Moldova to create digital system for issuing building energy performance certificates

The Republic of Moldova will establish a digital system for the development and issuance of building energy performance certificates. The tender for its creation was launched by the Energy Projects Implementation Unit (UCIPE). The new system will be developed within the Sustainable Transition through Energy Efficiency in Moldova (STEEM) Project, funded by the World Bank.

UCIPE Director Ruslan Surugiu stated that all companies with experience, technical capacity, and demonstrated potential in developing IT systems are invited to participate in the tender.

Director of the National Center for Sustainable Energy Ion Muntean emphasized that the system will automate the processes of developing energy performance certificates and will serve as an essential tool for energy evaluators, as well as a data source for institutions that rely on building energy performance in their operations.

Additionally, the portal will centralize data regarding energy savings, which will allow for the planning of measures to increase energy efficiency and utilize renewable energy sources. Thus, the system will contribute to Moldova's goal of reducing annual final energy consumption by 0.8% and lowering bills for the population, public authorities, and economic agents.

The creation of the portal is necessary as new buildings, those undergoing renovation, and those intended for sale or rent will be mandatorily subjected to an energy certification procedure.

The Sustainable Transition through Energy Efficiency in Moldova (STEEM) Project is implemented by the Government of the Republic of Moldova, through the Ministry of Energy and UCIPE, with the support of the IBRD and the Moldova Development, Resilience and Opportunity Welfare (M-GROW) Multi-Donor Trust Fund, managed by the World Bank Group.
