Defence procurement to have new rules aligned with EU standards in Moldova
Public procurement in the fields of defence and national security will be regulated by a distinct legislative framework, tailored to the specifics of this sector. The parliament has adopted, in the second reading, the draft law on the award of certain works, supply and service contracts in the fields of defence and national security.
The legislative initiative, developed by the Finance Ministry and the Ministry of Defence, aims to harmonize the legislation of Moldova with European Union rules and to establish a clear and predictable mechanism for conducting procurement in this strategic area.
According to the authors, the new law will eliminate the gaps and ambiguities in the current regulatory framework and will strengthen the capacity of contracting authorities to carry out efficient, secure procurement that complies with European standards. At present, procurement in the fields of defence and security is regulated by two legislative acts that do not fully address the particularities of this sector.
The document lays down special rules for awarding contracts for the execution of works, the supply of goods and the provision of services meant for defence and national security. It also regulates procurement procedures, value thresholds and special instruments that may be used in the award of contracts.
According to the explanatory note, the new provisions will help increase the transparency and efficiency of the procurement process, providing authorities with a framework adapted to the specific needs of the defence and security fields.
The law will enter into force on January 1, 2027.
