Integrity assessment at Moldova's Anticorruption Prosecutor’s Office: two prosecutors pass, two fail test

The Commission for the Evaluation of Prosecutors has completed the procedure of verifying the ethical and financial integrity of four prosecutors from the Anticorruption Prosecutor’s Office (PA): Vasile Discultu, Iulian Diaconu, Radu Palencu and Vasile Plevan (who was subject to a re-evaluation).

According to Panel A, prosecutors Vasile Discultu and Iulian Diaconu meet the ethical and financial integrity criteria provided by Article 11 of Law No. 252/2023, and the promotion of the external evaluation is proposed in both cases.

In contrast, the Commission established that prosecutor Radu Palencu did not meet the financial integrity criteria and therefore his failure to pass the external evaluation was proposed.

As for prosecutor Vasile Plevan, the Superior Council of Prosecutors (CSP) previously rejected the report of Panel A and ordered the resumption of the evaluation procedure. Following the re-evaluation, after examining the objections, hearing the subject, and revising the analysis methodology, the Commission concluded that he did not meet the ethical integrity criteria, likewise proposing that he should not pass the external evaluation.

The evaluation reports have been sent to the persons concerned and to the Superior Council of Prosecutors. They will be made public after the expiry of the appeal period or, where applicable, within three days from the delivery of final decisions by the Supreme Court of Justice.
