EU recommends Moldovan top court aligns with European standards, publicly, transparently

Chisinau, 21 May /MOLDPRES/- In the conclusion of a European assessment study of Moldovan law-enforcement institutions, the EU recommends the Constitutional Court of Moldova (CCM) acts in compliance with EU standards, publicly and transparently.

The recommendations were unveiled by the head of the EU Delegation to Moldova Pirkka Tapiola, at a news conference on 20 May, during which EU and Moldovan constitutional experts discussed CCM’s assessment theory and experience in the revision of the state’s supreme law. 

According to Tapiola, CCM’s role is to guarantee citizens’ rights and ensure the continuity of state laws. “CCM is meant to verify the legitimacy of the law system and of the laws adopted by the parliament, in order to ensure their long-term functionality. At the same time, the decision-making process should be transparent. It is the only way for Moldova to progress,” Tapiola said.

CCM head Alexandru Tanase noted that the event aims to elucidate aspects related to the Constitution’s legal force, as it is a fundamental law that provides for principles the state and society are based on and also sets up its revision limits. “More and more EU Constitutional Courts have started revising amendments. Therefore, we decided to share these experiences and tackle the need for assessments, to make sure the Constitution fairly represents and defends the interests of all citizens,” Tanase said.

Attending the event was also Deputy Parliament Speaker Liliana Palihovici, who said that “CCM is designed to guarantee the stability of the supreme law; its activity should bring more confidence to citizens, as the Constitution is the guarantor of democracy in a state”.

The conference was carried out within the “Support to the Constitutional Court of Moldova” EU funded project. The project was launched in February 2016 and aims to boost up the sustainable reform of the Moldovan justice sector and consolidate the activity of the Constitutional Court to ensure the proper functioning of the rule-of-law state.
