OSCE adopts declaration on 5+2 negotiations for Transnistrian regimentation process

Chisinau, 9 December /MOLDPRES/ – At the last plenary session of the 23rd meeting of OSCE Council of Ministers, which took place today, were adopted a number of decisions and documents, including the Declaration on negotiations in Transnistrian settlement process in five plus two format, the Bureau of reintegration’s  communication and media relations department has reported.

The document reiterates OSCE’s firm position to identify a comprehensive, peaceful and sustainable solution for Transnistrian conflict, based on the sovereignty and territorial integrity of Moldova in its borders which is recognized internationally, with the determination of a special status for Transnistria, able to guarantee the fundamental rights of the inhabitants of the region.

Referring to five plus two format, the statement welcomes resumption of official meetings of the Permanent Conference on Political Affairs in Transnistrian settlement process, underlining the need to move forward negotiations. At the same time, it calls upon the parties to pool their efforts with political representatives with full powers constructively and regularly, in order to obtain tangible results in all three baskets of the agreed agenda: a) social and economic problems; b) general aspects of law, humanitarian and human rights; c) comprehensive settlement of the conflict, including institutional, political and security elements.

Also, the parties are urged to ensure the continuity of the negotiation process to increase its effectiveness and contribute to organization of activities and systematic political representatives of the working groups to ensure new developments.

In advance of assuming OSCE Chairmanship in 2017 by Austria, the parties are called upon to engage in into process, across all existing platforms for dialogue and internationally agreed parameters.

A clear function was attributed to mediators and observers of negotiation process, being supported their united and pro – active approach during activities in 2016, but encouraging their continuous coordinated efforts, using full collective potential for recording progress in comprehensive Transnistrian issue settlement.
