Moldovan PM chairs meeting on reform of establishing system of disability, labour capacity

Chisinau, 10 April /MOLDPRES/ – The concept of reforming the system of determination of disability and working capacity was discussed today during a working meeting presided by Prime Minister Pavel Filip. Also, representatives of the Ministry of Labour and Social Protection proposed to review the Action Plan on the concept implementation, the government’s communication and protocol department has reported.

Prime Minister Pavel Filip mentioned the importance of ensuring a transparent and impartial examination mechanism for determining disability cases, which shall be determined and the Action Plan of the Government for 2016 – 2018. "The purpose of this reform is to strengthen institutions and processes optimization, in fact, this purpose is for all reforms on the Government agenda," said Pavel Filip.

The concept discussed at the meeting aimed at creating a transparent mechanism and impartial examination of cases by random distribution of cases between teams determining disability within regional, territorial and higher councils, carried out for both prevention and reduction of corruption in the system.

The new structure of the National Council for Determining Disability and Work Capacity will consist of four regional councils, where 3-5 teams will work to determine disability, and two superior councils having the role of examining complaints and conducting control.

The Action Plan on implementation of the concept provides the development and approval of tools and criteria for determining disability by applying bio-psycho-social model in evaluating individuals. There will also be made a website of programming online and will be implemented an information system for electronic records of people determined with incapacity degree.
