
Moldovan government simplifies procedures for starting, developing businesses
The government is simplifying the procedures for starting and developing businesses. A draft to this effect, approved by the cabinet today, stipulates that over 30 permissive acts will be modified or removed, and another 52 permissive documents will be reviewed or improved.
Thus, entrepreneurs will no longer waste time traveling and completing unnecessary files, as obstacles for those who want to work and create jobs are removed.
Viorel Garaz, State Secretary of the Ministry of Economic Development and Digitalization, said that the initiative was put forward after competent authorities had found out that there was an excessive administrative burden on the business environment, triggered by the existence of unjustified or partially non-compliant permissive acts with EU requirements.
“The draft was developed, in order to ensure a coherent, proportional and efficient legal framework. Following the monitoring of the law's enforcement, an excessive administrative burden on the business environment was found, generated by the existence of unjustified or partially non-compliant permissive acts with the requirements of the EU acquis. Among them, there are certificates, statements, extracts and other confirmatory documents that overlap with other acts. The goal of the draft is to enhance the competitiveness of the business environment by improving the regulatory and administrative framework related to permissive acts,” the state secretary of the Ministry of Economic Development and Digitalization said at the government meeting.
Therefore, the cabinet proposed to completely eliminate some permissive acts from the legislation, shorten the issuance time of some permissive acts and reduce the number of activities for which the getting of such documents is necessary.
At the same time, the validity period of some permissive acts will be eliminated or extended, and the obligation to obtain unjustified documents will be removed.
The draft is to be examined by parliament.
