Moldova's Public Property Agency orders inspection at MoldATSA on compliance with legal framework for salary practices
The Public Property Agency (APP) has ordered a detailed inspection at MoldATSA state enterprise, to verify the entity’s compliance with the applicable legal framework in the salary-setting process. If the commission finds that the limits established by legal acts have been exceeded, the founder will insist on the recovery of unjustifiably paid amounts, in strict accordance with the legislation.
“The information and complaints that have appeared in the public space regarding the level of remuneration at the state enterprise MoldATSA raise natural and legitimate concerns among citizens. In this regard, APP has requested that the new management of the enterprise reviews the internal salary policies and ensure their application, in full compliance with the legislation and with the principles of responsible management of financial resources,” APP said today.
According to the institution, an objective and comprehensive assessment of the salary situation is necessary. The inspection is currently underway and is expected to be completed in approximately three weeks. Subsequently, depending on the findings, APP will take the necessary measures and will notify, as appropriate, the competent authorities.
At the same time, APP underlined that setting salaries at the enterprise fell under the responsibility of its executive management. Thus, the founder does not approve individual employee salaries and does not interfere in the operational activities of the enterprise, but only monitors the general performance indicators, including the average salary level, in the same way it proceeds with all state-owned enterprises and commercial companies in which the state is a founder or shareholder.
“APP values the essential role of the state enterprise MoldATSA in ensuring air navigation safety and considers it natural that specialists working in a field with a high level of responsibility should benefit from remuneration corresponding to the level of risks and individual work tasks. At the same time, we reiterate that the salary system must be applied within the limits provided by the legislation,” APP said.
At the same time, APP announced that it had also sent a request to the audit committees of another 21 state-owned companies, regarding the need to analyze the management of financial resources, including employees’ remuneration.
