VIDEO // Moldova leader among EU candidate states in implementing Growth Plan

Moldova is the leader among candidate countries for accession to the European Union in implementing the Growth Plan, being the only country that has fully met the requirements of the first reporting period and exceeded them ahead of schedule. Director-General for Neighbourhood and Enlargement Negotiations of the EU Gert Jan Koopman has made statements to this effect at a meeting of the European Parliament's Committee on Foreign Affairs.

The progress made by Moldova in implementing the Growth Plan is “extremely encouraging”, and the country clearly stands out from the other candidate states, Gert Jan Koopman stated.

“This is the only country among all candidate states that has not only fully implemented all requirements of the first reporting period, but has also gone three steps beyond them, as early as June 2025, and it is in the process of achieving a very good result for the second reporting period, which has recently concluded,” said the European official.

At the same time, Koopman highlighted the quick pace of reforms and the high level of commitment of the Moldovan authorities, as well as good practice in terms of transparency.

“The implementation of reforms is moving very quickly, and the government is fully committed to this process. Moldova has been an example in terms of transparency and reporting, having a communication and visibility plan and working closely with independent media and civil society,” the EU official noted.

The Director-General for Neighbourhood and Enlargement Negotiations of the EU pointed out that, although the process had started later than in other states, Moldova would rank first in an assessment of the implementation of the Growth Plan, even though important reforms still remain to be carried out.

Moldova got the status of candidate country for accession to the European Union in June 2022, and in December 2023, the European Council ruled to open accession negotiations. In September 2025, Moldova completed the bilateral screening process with the European Commission, an essential stage in the EU accession negotiations, which involved analyzing national legislation in relation to the EU acquis. At present, the Moldovan authorities are implementing key reforms in such areas as justice, the rule of law, anti-corruption, public administration and economic development, in line with the commitments undertaken in the European integration process.
