More efficient, transparent controls for business environment in Moldova

Improving economic activity and digitizing state control have been the main topics discussed at a meeting of the National Council for Dispute Resolution. The Council members reviewed the progress of reforms in this area and the priorities for the next period.

One of the planned changes concerns the modernization of the State Register of Controls—the system used to plan and record inspections carried out by authorities. The new version will automate more processes and enable inspections to be planned based on risk, reducing human intervention. At the same time, entrepreneurs and citizens will have easier access to information about inspections. To implement these changes, the regulatory framework will also be adjusted.

The Council members also reviewed the implementation of the State Control Development Programme for 2025–2028. The goal is for the control system to place greater emphasis on preventing problems, guiding and consulting economic operators and less on sanctioning them.

The meeting also examined the activity of the dispute resolution councils within control authorities during the period 2023–2025. These councils review appeals submitted by economic operators, with the participation of representatives of business associations as well.

In addition, petitions received at controale@gov.md were analyzed, in order to identify the problems most frequently reported by citizens and the business community in their interaction with control authorities.

The measures discussed aim to create a simpler, more transparent and predictable control system, that reduces the administrative burden on the business environment and emphasizes prevention and dialogue.
