Head of Moldova's National Integrity Authority reports in parliament: irregularities worth tens of millions of lei detected in 2025
The National Integrity Authority (ANI) has found out infringements in the majority of inspections carried out last year. According to the 2025 activity report presented in parliament by the head of the institution, Lilian Chisca, irregularities were identified in 129 cases, out of 196 inspections completed.
The most frequent violations concerned the system for declaring assets and personal interests (40 per cent), followed by conflicts of interest (36 per cent) and incompatibilities (22 per cent). The irregularities were committed mainly by public officials with special status, dignitaries and heads of public organizations.
Following the verification of assets, ANI inspectors identified 22 cases with substantial discrepancies, with a total value of 31.1 million lei. They involved 13 public officials with special status, eight persons holding public offices and one member of boards or commissions in the justice system.
“ANI initiated 584 contravention cases, about 90 per cent of which concerned the late submission or failure to submit asset and personal interest declarations. The fines imposed exceeded 1.1 million lei. At the same time, ANI resolved 217 situations of actual conflict of interest, most of them involving mayors, which indicates an increased exposure of this category of office to conflict-of-interest risks in local-level decision-making. The courts examined 74 cases, and in 69 of them the final decisions were in favor of ANI, especially regarding the legal regime of conflicts of interest. In one case, the confiscation of unjustified assets worth over 900,000 lei was ordered,” said the ANI president.
According to Lilian Chisca, ANI submitted six requests to the courts for the confiscation of unjustified assets, with a total value of around 4.8 million lei. At the end of 2025, 392 cases were pending before the courts.
As for transparency, more than 78,000 new asset and personal interest declarations were registered on the declarations portal in 2025, of which approximately 80 per cent were annual declarations. In total, the platform contains over one million declarations submitted between 2011 and 2025, all of which are public.
The ANI president emphasized that promoting integrity in the public service and strengthening corruption-prevention mechanisms would stay priorities in the coming period.
After the report’s presentation, the parliamentary commission for national Security, defense and public order formulated more recommendations, later included in a draft decision adopted by the parliament. They concern the modernization of the e-Integritate system, enhancing the efficiency of inspections through risk analysis, strengthening the verification of declarations, expanding training activities and improving the regulatory framework to increase the effectiveness of control and sanction mechanisms.
