Civil status documents to be issued in electronic format in Moldova as of September 2025
The lawmakers have voted, in the first reading, a draft law that provides for the issuance of civil status documents in electronic format, starting from September 1, 2025.
The legislative initiative, proposed by a group of MPs of the Action and Solidarity Party’s (PAS) faction, aims to adapt the regulatory framework to new technologies and increase the accessibility of public services.
Civil status documents will be available in PDF format, will contain a QR code, and can be verified online through official platforms. An important aspect of the law is the exclusion of the territoriality principle in the registration of civil status facts, allowing citizens to register such as marriage, divorce or death at any of the authorized authorities, including diplomatic missions and consular offices.
At the same time, the draft introduces the option of submitting marriage registration applications electronically through the single portal of public services.
The legislative changes will come into force starting from September 1, 2025, after adoption by the parliament in the second reading.
