Moldovan cabinet approves three regulations on good work of public procurement

Chisinau, 10 October /MOLDPRES/ - The cabinet of ministers at a today’s meeting approved a regulation on the way of keeping the state register of public procurement, formed by the Automated Information System, State Register of Public Procurement (MTender). The draft was worked out in order to implement a new efficient and transparent electronic system of public procurement, according to the Finance Ministry.  

The document’s authors said that a functional electronic system of public procurement represented one of the most efficient instruments for enhancing the transparency and optimizing the procedures of public procurement and the creation of such a system represents an essential component of the public procurement reform.  

The electronic public procurement is expected to lead to a decrease in governmental expenses between 5 and 30 per cent, increase in the number of bids. The savings estimated for identifying opportunities, placing clarifications, printing logistics are between 150 and 1,500 lei for one bidder per one public procurement procedure. The duration of carrying out public procurement procedures is planned to be shortened by 20-40 per cent.  

The regulation establishes rules of keeping the state register of public procurement, formed by the Automated Information System, State Register of Public Procurement (MTender), in order to organize and carry out public procurement procedures and processes related to them, formation of the register of contracts and procedures of public procurement. Decision-makers established minimal requirements for the use of protection means at the introduction, stocking, processing and accessing of information on public procurement procedures and the adjacent ones.   

The draft describes the rights and obligations of the participants in the MTender System, interaction with other state information systems, such as: state register of population, state register of law units, information systems of the State Fiscal Service, treasury information system – for the exchange of information on availability of budgetary allocations, information on data from the contract on procurement, data on the contract’s fulfillment, payments made, etc.  

The government approved also a regulation on the accreditation of the electronic platforms of procurement within the Automated Information System, State Register of Public Procurement (MTender) and a regulation on the procurement of assets and services by asking for price bids.
