Moldova to receive 350,000-dollar grant for implementing Register of Movable Collateral system

Moldova will receive a grant of 350,000 dollars, in order to implement the Register of Movable Collateral system. The parliament today ratified an amendment to the Agreement with the International Bank for Reconstruction and Development (IBRD) and the International Development Association (IDA, which provides for this financing.

The document was presented in parliament’s plenum by State Secretary of the Economic Development and Digitalization Ministry Natalia Selevestru. She emphasized that the grant is intended for the development of a modern information system for the registration and publication of security interests over movable assets.

“The Register of Movable Collateral will ensure the registration and public disclosure of security interests over movable assets and will be managed by the Justice Ministry. The project deliverables cover the entire process, from drafting the concept to operationalizing the system and developing the capacity to use it. The benefits are extremely important for small and medium-sized enterprises, as they often do not own real estate and, consequently, can offer movable assets as collateral. The main beneficiary will be the Justice Ministry, while the administrator of the information system will be the Agency for Digitalization in Justice and Judicial Administration. The amendment does not generate additional costs and does not entail financial commitments on the part of our country,” said Natalia Selevestru.

The grant will be used to develop the technical concept of the register, assess functional requirements, prepare the technical specifications for the development of the IT solution, as well as to provide technical assistance in the procurement, design, implementation and testing processes of the system. At the same time, the funding will help strengthen the capacities needed for its efficient operation.

The support is granted on the basis of the amendment signed in June 2026 to the Loan Agreement between Moldova and the International Bank for Reconstruction and Development, concluded in 2022, for the implementation of the Competitiveness Project for Micro, Small and Medium Enterprises, as well as to the Financing Agreement between Moldova and the International Development Association related to the same project.
