Most residential blocks in Chisinau to undergo energy renovation, under government decision

The European Bank for Reconstruction and Development (EBRD) will provide a grant of 39.5 million euros for the implementation of 57 pilot energy efficiency projects in buildings in Chisinau.

The projects will include works for insulating residential buildings and modernizing internal thermal agent distribution systems.

Today, the government approved the signing of the grant agreement between  Moldova and EBRD on the provision of the investment grant from the Eastern Europe Energy Efficiency and Environment Partnership Regional Fund, as well as the signing of the agreement with EBRD on the grant from the European Commission's Neighbourhood Investment Platform for implementing the project,  Optimization of Centralized Thermal Energy Supply System from Chisinau.

The project involves the setting of 2,510 Individual Heating Points and the switching of 1,665 residential blocks to a horizontal heat distribution system.

At the same time, primary thermal networks will be rehabilitated and two new pumping stations will be constructed, ensuring the optimization of thermal energy supply to the city. It is estimated that this project will benefit 300,000 homes in the capital.

The Ministry of Energy said that the implementation of these works would contribute to cutting consumer costs, decreasing CO2 emissions by 816,000 tons, saving 4,600 MWh of primary energy in the next 20 years and improving the quality of services provided to the population.

As much as 326 million euros will be invested for the modernization of the centralized thermal energy supply system in Chisinau. This year, the parliament ratified the loan agreement between Moldova and EBRD for the project, Optimization of Centralized Thermal Energy Supply System from Chisinau. The contribution from the European Bank for Reconstruction and Development of 143.5 million euros represents a significant part of the project’s total financing, and the Eastern Europe Energy Efficiency and Environment Partnership, along with the European Union's Neighbourhood Investment Programme will support the project with grants of 15 million euros and 24.5 million euros, respectively.
