Moldovan Central Electoral Commission cancels registration of candidate for mayor of Chirsova village, Gagauzia autonomy

The Central Electoral Commission (CEC) today cancelled the registration of Serghei Sapunji as an independent candidate for mayor of Chirsova village, Comrat district, Autonomous Territorial Unit (UTA) of Gagauzia, at the new local elections scheduled for November 1, 2026. The decision was adopted, after the CEC had established am infringement of electoral legislation provisions on campaign’s financing.

According to the CEC, it was established that, following a meeting with voters, the candidate arranged for the purchase and delivery of approximately 5.3 tons of crushed stone, worth 4,000 lei, to a village resident, paying for it with personal funds. The Commission noted that providing a material benefit in the context of an election campaign violated the ban on offering goods and other benefits to voters for the purpose of influencing the exercise of their electoral rights.

The Chirsova village electoral district council has earlier established a violation related to the offering of goods and imposed a warning as a sanction. Following a review of the legality of this decision, the CEC annulled it, noting that, for the established violation, the Electoral Code provides for the cancellation of the candidate’s registration for elective office.

The Commission also reminded the electoral council of its obligation to strictly apply the electoral legislation and the sanctions corresponding to established infringements.

The decision approved by the CEC may be challenged within three days at the Centru Court of Appeal.
