Moldovan government led by Vasile Tofan wins parliament’s confidence vote
The government led by Vasile Tofan received the parliament’s vote of confidence today evening. The draft decision was supported by 53 deputies from the Action and Solidarity Party’s (PAS) faction, after a meeting that had lasted more than nine hours.
Vasile Tofan said that the priorities of the new cabinet would focus on accelerating economic growth, efficiency and advancing the process of European integration.
“We will listen, we will decide and we will implement. I choose to work for a European economy and an efficient state,” Vasile Tofan said from the parliament’s rostrum.
The confidence vote was granted after a meeting of more than nine hours, during which, for one hour, Vasile Tofan presented the activity programme of the new government, then spent more than five hours answering deputies’ questions. Afterwards, 28 deputies took the floor with their statements.
The PM underlined that the governing programme had been drafted on the basis of a thorough analysis, which highlighted the main existing problems, as well as solutions for each sector.
“Today I present to you the governing programme and the team that will carry it out. This programme is not a drawer strategy or an academic paper with nice ideas, but starts from a simple question: can we build Moldova as a country where young people want to live, raise their children and invest, or are we content to keep losing people and opportunities? The answer depends on us. The plan starts from a straightforward diagnosis: the problems are serious and decisions can no longer be postponed. The counter for actions is not in years, it is in days and hours. Every day must become a deadline for finding and implementing solutions. Any delay has a real cost: every day, another young person may decide to build their life in another country and another investor may choose a different market. Lost time costs us our future,” Vasile Tofan said.
He noted that the starting priority of this government is to restore confidence, energy and initiative in the economy. According to him, the role of the government is to ensure stable rules, protected property, infrastructure, fair competition and access to markets and the ambition of the governmental team is for Moldova to become the most business‑friendly European country for entrepreneurs.
At the same time, the PM stressed that the objective of the new government’s mandate is to be ready to finalize EU accession negotiations and to prepare the signing of the Accession Treaty by the end of 2028.
“It is an ambitious timetable. It will not be achieved through statements, but through enforced laws, functional institutions and projects delivered on time. In 2026, we must open all six negotiation clusters, and the annual implementation rate of our commitments must exceed 90 per cent,” Vasile Tofan emphasized.
Among other priorities announced by Prime Minister Vasile Tofan are the modernization of around 300 kilometers of roads in the coming years, investments of 6 billion lei in education and 7 billion lei in agriculture, the integration of at least 100,000 people into the labor market, the creation of about 3,000 new nursery places and the modernization of the health system.
“Moldova has serious problems. I do not minimize them. But we also have real resources – access to the European market, unprecedented financial support, capable entrepreneurs and professionals, a strong Diaspora, experience in digitalization and a society that has defended its European course under very difficult conditions. My optimism is not based on the idea that it will be easy. It is based on the fact that we have a direction, tools and people able to do this work. Success will not be measured by the number of meetings, laws or press releases. It will be measured by investments carried out, growing companies, higher exports, completed European projects, better public services and by the number of people who choose to build their future here. I will not sell hopes. I will come with solutions: figures, actions, unblocking and execution. I do not want to contribute to the noise. I want us to replace scandal with action,” Vasile Tofan stated in the parliament's plenum.
The prime minister stressed that “before us lie two options – to throw up our hands in despair or to roll up our sleeves and work together.”
“I choose to roll up my sleeves. For a European economy and an efficient state,” the official underlined.
The governmental team includes both new figures and people who will keep their positions from the previous cabinet.
Cristina Gherasimov will keep her position as Deputy Prime Minister for European Integration. She has held the same position since February 2024.
The Ministry of Foreign Affairs will continue to be headed by Mihai Popsoi, who will also serve as Deputy Prime Minister. He has held this post since January 2024.
Vladimir Bolea will be Deputy Prime Minister and Minister of Infrastructure and Regional Development, a position he has held since 2024. He previously headed the Ministry of Agriculture and Food Industry and served as an MP.
Another deputy prime minister’s post will be held by Eugeniu Osmochescu, who will head the Ministry of Economic Development and Digitalization. The Deputy Prime Minister for Reintegration will be Valeriu Chiveri.
Vladislav Cojuhari remains at the helm of the Ministry of Justice. The Ministry of Finance will be headed by MP Victoria Belous, who previously held the same position from July 2024 to November 2025 in the Recean Government.
Natalia Plugaru will keep her portfolio as Minister of Labor and Social Protection. The Ministry of Health will be headed by Alexandru Gasnas, who has so far served as health adviser to President Maia Sandu.
The Ministry of Environment will be led by Gheorghe Hajder. The portfolio of Minister of Culture is taken over by Dan Suruceanu, who has held the position of deputy administrator of “Arena Națională” LLC from 2023 until now.
The position of Minister of Energy will continue to be held by Dorin Junghietu. Junghietu has more than 15 years of experience in international energy companies. Dan Perciun will retain his post as Minister of Education and Research, which he has held since July 2023. The Ministry of Agriculture and Food Industry will be headed by Radu Musteata, a manager with extensive experience in public administration and food safety management, who has so far been director of the National Food Safety Agency.
The Interior Ministry will continue to be led by Daniella Misail‑Nichitin, who took office in 2024. Another minister who will keep his post is Anatolie Nosatii, proposed again as Minister of Defense. He has held this position since August 2021. The position of Secretary General of the Government will continue to be occupied by Alexei Buzu.
Representatives of the parliamentary factions of Moldova’s Party of Communists, the Party of Socialists of Moldova, “Alternativa”, Democracy at Home and Our Party today morning said that they would not vote for the Tofan Government, although they praised the governing programme he had presented, as well as the experience and professionalism of the designated prime minister.
In their speeches from the parliament’s rostrum, deputies from the parliamentary opposition said that they had expected more substantial changes in the governmental team and more radical actions to combat the shadow economy and corruption and to make public administration more efficient. At the same time, they expressed hope that the new governing program would be fully implemented, so that the changes are felt by citizens and the business environment.
“The program is good, but the problem is the political context in which it appears,” said MP Olga Ursu from the “Alternativa” parliamentary faction.
“The opposition’s goal is to create chaos,” replied PAS deputy Dorian Istratii.
“Today is about the country’s chance and its future. If you love this country, come with constructive proposals,” said Deputy Parliament Speaker Doina Gherman.
According to the Constitution, the parliament gives a vote of confidence to the government with the votes of a majority of elected deputies. Based on the confidence vote given by the legislature, the President of Moldova appoints the government. The cabinet exercises its duties as of the day its members take the oath before the head of state.
