Moldovan driving licences to be recognized in Latvia
Moldovan citizens who permanently reside in Latvia will be able to exchange their driving licences without additional exams. A draft decision initiating negotiations on the Implementation Agreement between the Ministry of Internal Affairs of the Republic of Moldova and the Ministry of Transport of the Republic of Latvia on the implementation of the Agreement on the recognition and conversion of driving licences was included on the agenda of the 19 August cabinet meeting.
The Agreement applies to persons with permanent residence in either of the two states. Thus, citizens who settle or work in the other country will be able to request the exchange of their driving licence. An important advantage is that driving licences can be converted without the need to take a theoretical or practical exam.
According to the authorities, the draft will facilitate citizens' mobility, ensure a clear and efficient legal framework for the conversion of driving licences, and strengthen bilateral relations in the fields of transport and internal affairs.
The Agreement between the Government of the Republic of Moldova and the Government of the Republic of Latvia on the recognition and conversion of driving licences was signed in Riga on 19 May 2025.
The Republic of Moldova has already signed mutual recognition treaties for driving licences with several states, including Turkey, Lithuania, Italy, Albania, Spain and Greece, as well as a joint declaration of intent with Germany on the transcription of driving licences.
