VIDEO // Over 450 town halls decided to merge voluntarily and will receive investment funds

Over 450 town halls have adopted final decisions to merge their administrations with other localities and will receive financial resources from the Government for investments. This figure shows that half of the town halls in the country have opted for voluntary amalgamation. Speaker Igor Grosu presented the data today.

The official thanked mayors and councilors for choosing to join forces with neighboring localities.

“Thank you for taking care of our localities, for your courage and for the wisdom to negotiate what is best for your communities,” said Igor Grosu.

The Speaker sent a message to the mayors and councilors from localities where the amalgamation process is blocked.

“We are at a critical, I would even say urgent, moment to complete the voluntary amalgamation. Now you can decide with whom you merge your administration and, most importantly, you can benefit from funds for your locality’s needs,” the official noted.

Igor Grosu mentioned that after the voluntary amalgamation process, a stage of normative amalgamation will follow.

“The state will not leave citizens isolated just because mayors and councilors did not manage to carry out the amalgamation in time. However, during the normative stage, localities will no longer be able to benefit from the financial resources being offered. Dear local elected officials, it is important to move past certain grievances, blockages, and dilemmas and to give localities a chance to develop, to gain new momentum, and for people to enjoy projects they have been waiting for for decades. I urge you to enter history through decisions that will transform our villages and towns. There is little time left; be determined, be an example for the people in your villages, show them that you care and that, at turning points, you are the true leaders of your communities,” Igor Grosu concluded.

According to information presented by the authorities, 85 percent of town halls in the Republic of Moldova have initiated the voluntary amalgamation process, which means 761 town halls out of the 890 that exist, or 90 percent of town halls with a population of less than 3,000 inhabitants.

For the town halls involved in the process, the next step is to draw up development projects related to the incentives offered by the Government, while for the town halls that have not chosen this path, normative amalgamation will follow. The Government is providing town halls that have chosen voluntary amalgamation with an incentive package worth over 6.5 billion lei.

These resources are intended for infrastructure development, improving public services, and strengthening the administrative capacity of the newly formed units. The local public administration reform was launched by the Government at the beginning of 2026 and aims to strengthen the administrative capacity of town halls and improve public services.
