Prime Minister Alexandru Munteanu today announced, after the meeting of the National Commission for European Integration, ten government’s priorities on the path to European Union accession, so that Moldova can close negotiations and sign the Accession Treaty in 2028.

“The goal is clear - to close negotiations and sign the Accession Treaty in 2028. We will achieve this result, on merit, if we all work together - officials, civil society, business environment, academia, parliamentarians, journalists, citizens,” said Alexandru Munteanu.

The first priority is to complete accession negotiations by the end of 2027, to be fully legally, institutionally and economically prepared for signing the accession treaty in 2028.

The second priority refers to transforming the national economy into a European economy, by improving the business environment, encouraging investments and innovation, gradually implementing European norms related to competition, state aid and consumer protection.

The third priority is building a genuine rule of law, the strong pillar on which European accession is built.

“The independence of the judicial system, strengthening anti-corruption efforts, respecting human rights, these all remain a continuous priority which will transform development and European integration into an irreversible process,” said the PM.

Another priority announced by Alexandru Munteanu is creating a strong and European public administration. According to the prime minister, public services, at both national and local levels, must rise to European standards, becoming increasingly professional and capable of absorbing European funds.

The government's actions will also focus on advancing integration in areas that bring rapid and direct benefits to citizens.

“We already have concrete results - roaming like at home, cheaper banking transactions due to SEPA, integration into the single digital market, energy market. We plan to participate in as many EU programmes in research, education, youth, innovations, culture, environment, digitalization as possible. For us, integration into transport and energy infrastructure, bridges, roads, power grids, railways is a priority,” the prime minister noted.

Strengthening bilateral partnerships with EU member states is the sixth priority. “We want to learn from their experience, gain their support for Moldova and accession. In particular, we will continue to rely on the valuable experience of Romania, the most important friend of our citizens,” said the prime minister.

The seventh priority concerns the implementation of the National Accession Programme 2025-2029, the framework document in our European journey.

At the same time, the government's actions will be based on very close coordination among the institutions responsible for European integration, in order to make sure that decisions are coherent, prioritize national interest, involve the whole society, ensure clear ministerial accountability and observe the timelines in the negotiation process.

Clear, transparent, and honest communication with citizens, the business environment, civil society, Diaspora, academia and media representatives regarding the accession process, reforms, and results is another priority announced by the government.

The list concludes with the goal of promoting Moldova and its role as an active contributor on the European continent. “Through our active diplomacy, we will continue to improve Moldova's image as a democratic, stable state capable of contributing to Europe's common project of peace, security and prosperity,” said Alexandru Munteanu.

The annual report on EU enlargement, recently presented by the European Commission, confirms the highest rate of progress for Moldova since getting the  candidate country status. According to the assessment, Chisinau has made progress in all 33 negotiation chapters, of which 19 have advanced to a higher level of preparedness compared to the previous year.
